The second part of this literature review focuses on identifying the different types of organizational capacity that are found in the literature, including organizational infrastructure capacity, management capacity, knowledge and learning capacity, and collaborative capacity.
Organizational Infrastructure
If organizational capacity is understood broadly as the ability of organizations to perform the tasks required to effectively achieve organizational goals, organizational infrastructure is a key element to establishing capacity.
In addition, public management scholarship on private contracting and the effects of the "hollowing of the state" (Milward, Provan et al. 1993) address the importance of organizational infrastructure as a dimension of capacity.
